SDC Installment Payment Plan
As an incentive to investors and developers,
the City of Molalla has adopted an ordinance allowing system
development charges to be deferred or paid in installments.
When the total of city system development
charges due exceeds $50,000, the city manager may approve deferred
payments until such time as an occupancy permit is issued. An
occupancy permit may not be issued until all system development
charges are paid.
When the total of city system development
charges due $100,000, the developer may choose to make installment
payments equal to one fifth of the amount owed, on an annual basis,
for a period not to exceed five years, with interest accruing on the
balance owed at a rate established by resolution of the Council.
An occupancy permit may not be issued until the person
responsible for payment of the system development charges executes
an installment payment agreement with the city.
In the event a developer elects to pay SDCs in
installments as provided above, the City shall cause a lien to be
placed upon the property in an amount equal to the balance owed,
including interest, until payment has been received in full.

* All appeals will incur a hearings cost. Staff will require a
deposit of $600.00 and will not continue with the process until
additional monies are paid once staff has exhausted the original
